Essential Job Functions:
Collect and curate data
Collect data and create databases appropriate for reporting and further analyzing, including large relevant datasets
Develop data collection tools and databases with the capacity to capture associated metadata, as needed, for quantitative data (e.g., prevalence and levels of contaminants in foods, amounts, and frequency of food consumption), qualitative data (e.g., food category), and relational data; automate as appropriate and possible.
Develop procedures appropriate for each dataset to clean and curate data for further analysis; automate these procedures where appropriate and possible.

Seeking Level I Toxicologist to support research projects. Our programmatic mission is to integrate and apply modern predictive toxicological approaches to support regulatory and public health decision-making on chemical hazards in foods, dietary supplements, and cosmetics. Our strategic research plan is to provide more relevant and predictive in vitro data for human safety assessment of chemicals of agency interest. This will be accomplished by identifying sensitive biomarkers, alternative models and alternative in vitro testing platforms that will provide information that may help to minimize uncertainties and increase predictive capability involved in assessing chemical safety of foods and dietary supplements.
Essential Job Functions:
· Support the development and standardization of predictive toxicology platforms which will be utilized for the identification of chemical hazards in foods and dietary supplements,
· Assist with evaluating the broad key initiative research areas of molecular biology/toxicology, cell biology, biochemistry, alternative animal models, iPSCs, hepatotoxicity, renal toxicity, intestinal absorption, bioprinting and genomics/toxicogenomics.
· Conduct applied regulatory toxicological research to support regulatory and public health decision-making on chemical hazards in foods and dietary supplements.
· Understand alternative in vitro platforms and their use in predicting adverse effects.
· Develop a robust battery of predictive in vitro toxicology testing methods as alternatives to animal use and testing.
· Perform in vitro cell culture with multiple different cell lines, maintenance of cell culture systems, chemical analysis and histology associated with assigned research projects.
· Prepare cell culture media and perform biochemical assays.
· Use sterile culture techniques, monitor cell culture incubators (CO2 and humidity levels), refrigerator and freezer temperatures, proper use of centrifuges, automated hemocytometer, plate readers, microscopes, BSC-2 cabinets, chemical hoods, balances.
· Collect data, tabulate, and conduct basic data analysis as requested by PI; this may include basic data analysis calculations (Mean, SD, SEM), summarize data, and prepare graphs, tables and charts as requested.
· Assist with literature reviews, prepare basic reports for contributions to scientific communications etc.
· Prepare dosing solution for use in in vitro toxicology studies.
· Build standard curves for assays and calculate sample concentrations; Conduct assays as appropriate to complement and support assigned projects.

TMDE includes all devices used to measure, calibrate, gage, test, inspect, diagnose, or otherwise examine materials, supplies, and equipment to quantitatively or qualitatively determine compliance with specifications and tolerances, engineering drawings, technical orders, technical manuals, or use requirements and instructions.
Essential Job Functions:
Calibrate all TMDE
Update the TMDE’s calibration information in the AMDS and complete the Calibration Record located in AMDS upon completion of the calibration
Affix the appropriate calibration certification label on the TMDE Complete a Certificate of Calibration when required by the TMDE Calibration Procedure
Notify the Metrology and Calibration Laboratory (MCL) Quality Control Manager at the end of each business day of any non-conformances found
Sort and store all calibrated TMDE on designated shelves by NUWCDIVNPT building number and Department Code
Perform routine repairs and maintenance to TMDE that are found to have defects during routine calibration or brought to the MCL because end user suspects malfunction
Record in AMDS any type of failure resulting in an Out of Tolerance Condition and segregate the items for NUWCDIVNPT Lab Manager review
Update the TMDE’s calibration information in AMDS by completing the Calibration Record
Report all obsolescence to the Government via AMDS

The Financial Management Specialist administers comprehensive portfolios for multiple countries and is responsible for the successful execution and closeout of assigned accounts. The incumbent ensures that all the financial closeout documents are properly coordinated with other functional elements, other government agencies, and entities within Antiterrorism Assistance Program, CFO's office, and the outside vendors/contractors
Major Duties:
In conjunction with ATA's Budget Analyst, the incumbent monitors the overall execution of budget activities for the ATA domestic and foreign programs, to include assignments of ATA' s event control numbers, verification of funding availability for initiation of program events, monitoring of expenditures, identification of unused obligation, and re-obligation of residual funds;
Reviews procurement requests, travel authorizations, Task Order Requests (TORs), and all other proposed program expenditures;
Keeps senior management and program managers abreast on pending issues, problems concerning negligent use of resources, and inconsistencies with ATA's overall financial plans and priorities;
Reconciles financial plan execution data;
Analyzes and reconciles financial documents with the Department of State's financial management systems and other applicable other agency financial management systems;
Formulates responses to financial data requests from the DS Chief Financial Officer (CFO); Bureau of Counterterrorism (CT), Bureau of Foreign Assistance (F), Bureau of Budget and Planning (BP)); the Office of Management and Budget (OMB);
Drafts reports on ATA's program-wide financial budget, financial plans, and expenditures; liaises on a continuing basis with the office of the Chief Financial Officer (CFO);
Analyzes vouchers, invoices, claims, and other requests for payment or goods and services that are submitted to DS/T/ATA for accuracy, adequacy of documentation and correct contractual references; the incumbent ensures compliance with regulations; compares requests and statements with recently submitted authorized documents, receipts, delivery, and acceptance certificates, in addition to available papers and records;
Works with the Office of the CFO to request and monitor allotted, obligated and liquidated funds at Post;

Professional Qualifications/Skills:
Must be a US citizen and possess or be able to obtain/maintain a SECRET clearance;

Summary:
The Instructional Systems Designer position, located in the Training Curriculum Division (TCD), is responsible for providing curriculum and program-specific instructional design and editing expertise for the development and support of the Antiterrorism Assistance Program (ATA) sponsored courses. This position requires the Instructional Systems Designer to work closely with ATA's Visual Information Specialists (VIS), Technical Writers, and SMEs to develop and oversee the development of curriculum lesson plans, student materials, and facilitator guides.
Essential Job Functions:
Develops learning goals and objectives, using ISD principles for each planned ATA instructional activity beginning at a Curriculum Development Team kick-off meeting where the course development team presents a course outline and a scope of work
Advises his/her Curriculum Development teams and the ISD Section Chief on matters related to instructional design, training support materials, and instructional facilitator services requirements in preparing a Program of Instruction, which is an outcome of the course development kick-off meeting
Oversees the instructional design aspects of the curriculum development process to design and develop instructional sound and technically accurate training material
Leads Curriculum Development Teams responsible for ensuring proper development of lesson materials to include the development of course goals and objectives

Necessary Skills and Knowledge:
Must have at least seven years of curriculum design and development experience with at least three years of experience in a training environment, preferably within any local, county, municipal, state, or federal law enforcement institution or equivalent combination of skills and experience. The international environment is highly desirable.
Specialized knowledge or professional experience in several of the following: instructional systems design, education and adult learning principles, cooperative learning, programming, and authoring tools, graphic arts and media design, and educational product evaluation
Must be familiar with standard concepts, practices, and procedures within training and course development
Demonstrated experience designing test/certification course materials
